Services notification when host is down

But this sounds a lit a bit strange.... I think there should be an implicit relationship between host status and services status.....If a host is down, the services offered by that host, will be, at least, something like unreachable, don't you think so?

You can't. When any service goes up, nagios checks if the host has gone 
up as well. If no service ever goes up (which would be the case if 
checks weren't performed) the host will never go up.
