$USER1$ not parsed in resource.cfg

I have set up Nagios 1.2 and am experiencing something strange. The
$USER1$ macro in resource.cfg is not parsed. My checkcommands all fail
with exit-code 127 unless I switch the command_line-value to the
absolute path instead of the $USER1$ macro.
 
Ever heard of?
