host retry_check_interval?

I haven't seen any responses to my questions, so I did some
tests and dug around in the source this morning.

The host retry_check_interval appears to be zero.

When a host is DOWN, Nagios appears to block doing checks until the
appropiate plugin returns UP once, or DOWN max_check_attempts times.

Refer to the for loop starting at line 1458 of base/checks.c in
the v1.2 source.
