Authentication Problems

I am having some problems with the htaccess files and authentication.  
When an use use_authentication=0  Everything seems to work fine but when 
i switch it to 1, i get all kinds of 'you do not have access' errors.  I 
was wondering if maybe i was doing something wrong with the htaccess 
file or something.
