I don't have a solution, but I do agree it is something that would be
nice.  Perhaps allow people to add an 'f' to notification_options to
indicate notification of when the service/host has entered flapping
state.  If such a thing were implemented, it would also be nice if it
indicates the current state when it notifies that flapping has stopped.
