Multi-user nagios

By default, if you don't add a user to authorized_for_all_hosts in cgi.cfg,
they will only be able to see hosts for which they are contacts.  Same for
authorized_for_all_services I believe.

We have a shared username in our group called "nagadmin" which can see
everything.  We have a couple clients (application types) who have
individual usernames which only show them their hosts.
