naughty host

We have a similar situation, but in this case, the host is actually DOWN for
brief intervals.  So the solution I decided on using was to use service
escalations.  I replaced the normal contact with a dummy contact.  If after
the first notification interval it's still down, the second (and escalated)
notification tells me that it's been down for an extended period of time.
This way, I could still use the same templates for all the host/service
definitions and just add escalation definitions for the naughty hosts.
