Checks don't wait the desired 5 minutes before becoming critical and paging

Has anyone seen this before?  Does anyone have any idea how to correct

I currently have my hosts / services setup to check every  60 seconds
and to retry 5 times.  By my understanding, it should take 5 minutes for
me to be informed of a failed host.  Is that correct?

Below is an example of what is happening:

I rebooted a host (quake).   Nagios does retry 5 times as expected
before paging.  However, the retry interval ranges from 2 to 10 seconds,
not 60.

What can I do to force this back to 60 seconds?
