Any ideas how to restart/stop services on Win2K?!

You can use the event handler feature run a local bat file on the box the stop and start the services.  This is easy if nagios is running on the Windoze machine. But if not, look into rsh or ssh for remote machines.  Both rsh and ssh servers are available for the Win32 platform.
