host doesn't ping but is still considered "up"

I have a host with only one service defined: ping.  It's been unavailable
for several days (the service availability report for the ping service shows
it down for 94.6% over the past seven days), but Nagios still thinks the
host is "up".  The check-host-alive command is the default (-w 3000.0,80% -c
5000.0,100% -p 1).  Why hasn't Nagios concluded the host itself is down?
