Can't get configure to find LDAP Libs

Hey All,

I am building the 1.3.1 plug-ins on RH 9 with the following config:
./configure --prefix=/usr/local/nagios-1.1 --with-nagios-user=nagios 
--with-nagios-grp=nagios --with-mysql=/usr 
--with-openssl=/usr/local/openssl-0.9.7c --with-df-command=/usr/bin/df 
--with-ping-command=/usr/bin/ping --with-ldap=/usr/local/openldap-2.1.9/lib

The --with-ldap option is not in the documentation but I tried it 
anyway. (I tried without this option at first)

Here is my /etc/ld.so.conf:
/usr/local/openldap-2.1.9/lib
/usr/local/net-snmp-5.0.9/lib
/usr/local/openssl-0.9.7c/lib
/usr/local/php-4.3.4/lib
/usr/local/cyrus-imapd-2.1.15/lib

Here is my PATH and LD_LIBRARY_PATH for the shell running configure:

Here is what configure says:
