Not being paged about a down host

I noticed you have a 'parents' defined for the host.

If the parent or any host up the hierarchy is currently down, you won't get
notified about the downstream host, since it's configured for "d,r"
notifications only.

Maybe this is what you're experiencing, maybe not.
