If you are looking for an snmp-based monitor like HP Openview - this is 
not it.  OpenNMS is probably closer.

Nagios doesn't care how monitoring is done as it is delegated to the 
plugins.  There is one plugins "check_snmp" that does support snmpv3.

Other snmp plugins don't as yet.
