Multi-level service dependencies... not working

If this is the case, then it is really a design issue. Service 
dependencies should then be implemented in a similar way host checks 
are done now. If service A fails and is dependent service B, a check 
of service B should be forced immediately... At least, that's how I 
see it... Maybe something to suggest to our guru?
