Authentication error : help

hi  ,

        when ever i am trying to  see graphics  or any other thing , using
internet explorer  i am getting  the following error .
      2) i want to know  when you give  htpasswd -c
/usr/local/nagios/etc/htpasswd.users nagiosadmin
        do we give it from root and  su to nagios
