Do escalations obey contact notification periods?

Just wondering if notifications pushed out via the service/host/hostgroup 
escalations obey timeperiods set for a contact or not....Right now I'd like 
it not to because I want to use the escalation to notify *EVERYONE* in the 
group of a problem, without sending multiple copies to the person who 
happens to be on call by maintaining multiple contact definitions with the 
same pager/email.
