I had the same problem upon installation of Nagios on a Red Hat 9 box.  Check the ownership and rights on the .htaccess files.  I assigned the nagios group and user as the owner of the files and made sure that Read rights were granted to the file accordingly.  This solved my problem.  Hope it helps.
