connection timed out

In your nrpe.cfg on the remote server your trying to check 
there is a line allowed_hosts=

by default it reads

allowed_hosts=127.0.0.1

change it to read something like this

allowed_hosts=127.0.0.1,192.168.0.1


192.168.0.1 being the monitoring server interface IP
