Not reporting on hosts with no services

You must have a service for each host.

I started with a fresh install of nagios and have everything set up
right. It will check all services and assume host states. But the hosts
that don't have services associated with them are always stuck on
pending and they never seem to get checked. Anyone have an idea what's
up?
