Obsess over service and check freshness

I have a service that is being checked even though it is NOT scheduled to be
checked.  When I look in the scheduling queue, the next check is scheduled
several hours away.  But the service continues to be checked.  I have
obsess_over_service = 1 and check_freshness = 1.  There is no documentation
on obsess_over_service, and the documentation on check_freshness just says
to set it to 1 to turn it on and 0 to turn it off.  It doesn't say what it
is/does.

Does anyone know what these two options do?
