Issue w/External Commands

If you re-check what I pasted below that's how it's configured. Nagios and
Apache are in a group called nagiocmd

You've got it backwards. You should have a group called nagioscmd with
nagios and apache being members:

nagioscmd:x:<gid>:nagios,apache

Make that modification, restart apache and you should be good to go.

Excuse my disbelief, but with unixoide operating systems I still think 
that if you do something right, it will work. 
Could you please post the output of: 
ls -ld /usr/local/nagios/var/rw  
ps -ef | grep httpd 
grep <user obtained from previous command> /etc/group 

Please try to avoid mailing in HTML. At least on this list.
