Yes the rpm installed properly and tripwire is complaining correctly that 
there are new files on the system that do not match the database of 
installed files.

rpm -ql nagios-plugins   for installation list what/where

Because the a lot of plugins call external utilities (some of which may 
not be installed on your system or have different locations)
I woudl recommend you dowload the tar.gz file and go through the 
configure/make process.
