Delay before pageing/e-mailing

I think you are looking for the max_check_attempts and 
retry_check_interval.  You can combine these such that Nagios will wait 
until the service has been down for 15 minutes (or, 'max check attempts 3, 
retry_check_interval 5) before sending a notification.
