determine state (hard or soft) before submitting OCSP command

Hi everyone,
My understanding is that Nagios is meant to perform service retries if a
service is found to be down until that service has been determined to be in
a hard state. The problem I'm running into is that it appears OCSP commands
are submitted when a host is in soft state, therefore results that may be
tried again and should not be submitted are. I've had trouble duplicating or
testing this but I was hoping someone could either confirm or deny my
findings.

If I am indeed correct, is there an easy way to modify the existing Nagios
to ignore soft states when submitting OCSP commands or future plans to
incorporate additional state calculation into 2.0?
