Delay HOST DOWN checks for a few more seconds

I played around with "normal_check_interval" and "retry_check_interval"
and I still have a retry of 3 seconds even though I set the
retry_check_interval variable to 15.  And yes, I reloaded the
configuration files into Nagios for it to take effect.  I'm very stuck
here.
