The answer is that depends on your configuration.

Do you have notifications enabled for unreachable service checks?

Have you configured host/service dependencies?

Seting up a parent/child relationship will only change a down service
check into an unreachable service check in the situation you describe.
So, if you elect to get notified for unreachable service checks, your
parent/child definition will not prevent a notification.
