Change the state of a host

Please reply to the list and not me directly. You'll tend to get more
options that way...

There is no way to force a device to be unreachable instead of down.
Maybe a clearer explanation as to _why_ you prefer unreachable v.s. down
will open up options to accomplish what you're trying to get to.
