since _all_ the services are critical, perhaps there is a configuration
problem.

Does <path_to_Nag>/bin/nagios -v <path_to_Nag>/etc/nagios.cfg 

report any errors ?

You may be better off trying to configure one host and one service until
you are confident of the configuration
requirements.

Alternatively, try the sample configs and change the addresses
(mainly) to suit your site.

With Nag, configuring _one_ check is pretty much as hard as configuring
_one thousand_.
