Problem with sections "contacts"

What it means is that if a service experiences problems and enters a Non-OK
state but the host is determined to be in an OK state then notifications
will be sent to the contactgroups listed in the service definition (and not
to the contactgroups in the hostgroups definition).

If the service enters a Non-OK state and it is determined that the host is
in a Non-OK state then notifications will be sent to the contactgroups
listed in the hostgroup definition (and not to the contactgroups in the
service definition).
