Web CGIs Fail

The Apache access log shows the CGIs running:

[04/Apr/2003:09:44:01 -0500] "GET /nagios/cgi-bin/status.cgi?hostgroup=all 
HTTP/1.1" 200 1701


ls -l of the nagios/sbin dir now shows:

There is no change from when they were the nagios user. 

There is nothing in the error log.

I have a .htaccess in both the share and sbin dirs and am still successfully 
authenticated.

I still get the following error:

Error: Could not read host and service status information!
