The short answer is that the "mail" program passes the mail to sendmail
for delivery.  It does not do mail delivery itself.  Sendmail is responsible
for trying to send the mail and retrying if there are delivery problems
instead of relying on "mail" to keep running.

I do not think you can train "mail" to send to an SMTP agent on another
machine.  See an earlier message for alternatives, but as noted there,
there are issues with assuring the receiving machine gets it.
