Yes, it sounds like you need to configure an MTA on your Nagios host.
Sendmail (if you like that sort of thing), Qmail or Postfix.  (procmail is a
mail filter.)  There are other MTAs, if you feel like researching which one
might be best for you.

If you're running Solaris8 or Linux, feel free to send me your sendmail.cf
file (don't forget to make a backup copy) and I'll have at it.

Also let me know the following:

- name of the Nagios host
- domain name of the Nagios host
- name of your smarterhost (it appears this may be your domino-mail server)

Please also verify that either there are DNS records which the Nagios can
use to resolve your smarterhost, or an entry in /etc/hosts.

Please be patient; like many others, I have my own job to do, which takes
precedence.
