Host Check Priority

When a service fails and host checks begin, I have read in the documentation
that all other checks stop while the host check for the suspect host is
performed.  If I have max_check_attempts set to 18 and the ping check times
out after 10 seconds, the host checks should retry for 3 minutes before
notifying me.  During this 3 minute period are all checks disabled even
while the plugin is waiting for the timeout?  If so I will have to figure
out another way to do this.
