Start simple - as the nagios user, can you ping the host
you're trying to reach?

If you can, the problems you're having are likely with the
options you're trying to use.

If not, _then_ you can mess around with permissions.  Be
aware - the permissions folks are suggesting may be hazardous.
Are they necessary?  Maybe.  Try pinging the host first.
