no access to web

for some reason when i try to duplicate the same setup i had on another 
computer, to mine at home, i no longer have access to the web interface.  i 
keep gettting a error saying that the cgi files aren't there and they aren't 
being displayed.  as far as i can tell permissions are fine.  both octal and 
users/group permissions.
