Event Handlers and Downtime

My co-worked raised a very good point about using event handlers to 
restart a service.  He wanted to know if a host or service being in a 
scheduled downtime would prevent the event handler from running, the 
logic being that if you have a box/service down to do work, you don't 
want something else trying to restart it.

The only thing I can see about downtime is that is suppresses 
notification.  Does is also suppress the execution of event handlers? 
 If not, would this be a desirable feature?  I know event handlers can 
do lots of things, so maybe the better option would be to allow 
configuration of what a downtime suppresses.

Any help on this would be appreciated.  Thanks.
