cannot open nagios.log

hello guys,

does anyone of you encounter this kind of error?

[root at netengr etc]# /etc/rc.d/init.d/nagios start
Starting network monitor: nagios
touch: creating `/usr/local/nagios/var/nagios.log': Permission denied
  PID TTY          TIME CMD
 1825 ?        00:00:00 nagios
