qpage problem, can anyone help

Dec 31 09:35:08 linux qpage[5292]: cannot open /dev/ttyS0: Permission denied
 
for some reason qpage can';t access my modem.  The modem works fine as I can
dialout using wvdial

don't, I can have it simply call and just leave dead silence on the phone
and I just check the caller id and know that particular # it's calling from
is only for my alerts. This seems very lacking however. Any advice would
