[PATCH] Fix default value for enable_environment_macros

environment macros are currently not even handled in nagios 4.0 alpha code.
they are extra processing to do for all scripts for something that is
likely to be only be one or two variables needed for only a few plugins,
you should just set the environment there. so I'm for keeping them disabled
by default in 4.0. I'm not sure what to do with 3.x code, it should have
probably stayed enabled there as it was before, but as its already done, oh
well...
