Applied in CVS. I added an extra sentence in the description based on  
Thomas' reservations about why you would use this over scheduling  
downtime for just the host:

Normally, a host in downtime will not send alerts about any services  
in a failed state. This option will explicitly set downtime for all  
services for this host.
