Oddly enough about the time I sent that last email, I noticed the problem wasn't one of re-entrance into the free_memory function, but appears to be one of re-entrance into some of the things it touches.
So looking closer, I don't think I'll HAVE to have this be a separate garbage collection event, although it may be wise to do so sometime.  We'll let the profiling determine whether or not to do that, in the meantime I'm going to try to work out the access control issues over the weekend.
