Such things are delegated to eventbroker modules. The eventbroker
support for Nagios is here to stay. Only things that aren't possible
to implement as modules will be added to the core (more or less; We're
ofcourse open to new ideas, but they had better be extraordinary for
them to go into the core proper).

There are eventbroker modules that use libdbi to handle database
interaction. Libdbi support sqlite.

I shouldn't think so, but I don't know.

None. The entire idea of using external programs to do the actual
checking is one of the things that have really helped Nagios become
so immensely popular, so the ability to write plugins in whatever
language you want will remain indefinitely.
