I have managed to accomplish this by monitoring the routing table of the router via snmp. If the link in question is not an active route but is a backup connection, you could also monitor the EIGRP neighbor table (or similar) via snmp (documentation: http://cco-rtp-1.cisco.com/univercd/cc/td/doc/product/software/ios124/124cg/hirp_c/ch07/h_eigmib.pdf )

I think you can achieve the desired behavior by using check_cluster.
