[Patch] HTML Compliance

Hi Guys,

I enclose 3 patches for the html pages - index.html, side.html & main.html - that makes them html compliant without breaking anything.

I had to change the DTD - it was 4.01 transitional which doesn't support frames - to 4.01 Frameset.

The rest was mostly little things like missing alt tags, some mis-nested tags & special chars like & not html encoded (&).

I might have a go at the cgi's too, depending on just how bored I am this weekend :)
