FLAPPINGSTART notifications resent on program start

I have noticed that, if one restarts Nagios 3.0b6 whilst there are hosts of
services in a flapping state, the FLAPPINGSTART notifications are resent.

Intuitively this does not appear correct or sensible behaviour.

Is there a particular reason for this, or is it a bug?
