host and service in up or ok can be acknowledged via command file

Hi,

if an host is up or a service is ok, it is possible to acknowledge the state
via the external command file. the web-inface hides the acknowlegement
button if the host is up or the service is ok. i think it is a good idea to
prevent this in the nagios core. 
i did a small patch against nagios 2.0b3:

$ diff -c commands.c.original commands.c >ackn.patch

what do you think?
