patch: actions across hostgroups

A small menu addition to make enabling/disabling notifications and
active checks for a service across a hostgroup easier. It creates some
drop down menus filled with a duped and sorted list of possible services
drawn from the hosts in the hostgroup.

Ex: http://magoazul.com/proj/nagios/hostgroup_across_sample.png 

Created to save me a lot of clicking in handling certain situations.

Patch is against latest version in cvs.

I've also included an updated rackgroup patch against latest cvs, as I'm
still waiting to hear back from my original message (
