Nagios does not start when file permission is wrong

I have created a file in one directory where nagios checks for .cfg files.
This files was created with root permissions. Of course that nagios would
not be able to read it. The problem is that nagios does complais about
anything. It just acts as if it has started, but no process comes up. I
thinks it should be worth to output a message saying: permisson denied
reading file.cfg. Stopping Nagios.
