is_volatile broken with notification_ interval 0 ?

Hi.

When a service is configured volatile and its notification interval is
0, I expected it should renotify at every hard state non-OK status.
On nagios-1.1 and 1.2, this doesn't occur.

here's a oneliner to resolve this.
